As the official representation of Switzerland, the Embassy in Bangkok covers all matters regarding diplomatic relations between the Swiss government and the governments of Thailand, Cambodia and Lao PDR.
As part of the Embassy of Switzerland in Bangkok, the Regional Thematic Hub of the Swiss Agency for Development and Cooperation (SDC) supports efforts to tackle climate change, disaster risks and environmental challenges as well as to foster sustainable food systems and the sound management of water in South and Southeast Asia.
The SDC is part of the Federal Department of Foreign Affairs of Switzerland (FDFA). It is responsible for the overall coordination of development cooperation alongside other federal offices, as well as for Swiss humanitarian aid. Through its humanitarian aid, bilateral development cooperation and global approach, it works to alleviate need and poverty, uphold human rights, promote democracy and protect the environment.

Regional Programme Officer (100%)
Duty station: Bangkok, Thailand
The Regional Programme Officer will advance the Hub’s work on Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR) and Response. This locally-recruited position entails supporting the development and implementation of the Hub’s programmatic portfolio (project management) on CCA and DRR, engaging in thematic policy dialogue, supporting response readiness to disasters, and providing thematic advice to Swiss representations in the region, governments and partners. We are looking for a professional who identifies with the work of the SDC Regional Thematic Hub and is passionate about tackling sustainable development challenges in South and Southeast Asia. The Regional Programme Officer will report to the Regional Programme Advisor and Manager on Response, DRR and CCA. While the primary fields of responsibility are on CCA and DRR, the Regional Programme Officer may be assigned responsibilities in the Hub’s other fields of work (incl. climate change mitigation, environment, water, food systems).
1. Responsibilities:
- Projects and Strategic Partnerships: Design and lead the day-to-day implementation of projects and strategic partnerships in the fields of climate change adaptation and disaster risk reduction under the guidance of the Regional DRR/CCA Programme Advisor and Manager. Draft project proposals, contracts and budgets; review project operational and financial reports and evaluations; conduct field visits and report on results, in line with FDFA and SDC guidelines and processes. Represent the Embassy and SDC in selected project events in Thailand and the region as delegated.
- Policy Dialogue: Keep abreast of and analyse major developments at international and regional levels; contribute to formulating of Swiss positions and strategies. Prepare background notes, speaking points and briefings to support Switzerland's engagement in policy dialogue on climate change, DRR and humanitarian aid with ASEAN, UNESCAP, UN agencies, government authorities and partners. Represent the Embassy and SDC in events and conferences as delegated.
- Advisory Services: Support Swiss representations in Southeast Asia on the topics of climate change adaptation, disaster risk reduction and response in relation to their cooperation programmes, individual projects as well as mainstreaming of climate, DRR and environment into their operations, under the guidance of the Regional DRR/CCA Programme Advisor and Manager.
- Response readiness: Monitor the development of significant sudden- and slow-onset disasters in the region and liaise with Swiss representations, NDMOs, IFRC, and operational UN agencies to gather operational information and support situational awareness. Provide inputs and recommendations to support decision-making by the response lead. Contribute to integrating climate change into DRM policies, plans and programmes in the region. Support the facilitation of financial, technical and field interventions in disaster-affected areas. Advise on urgent needs; draft credit proposals upon instruction from management; monitor project implementation.
- Institutional learning and capacity building: Manage a regional subnetwork among SDC colleagues in South and Southeast Asia on green topics (organize webinars, coordinate newsletters). Identify and document innovative approaches in the fields of disaster risk management, climate action and environmental programming in the region. Support the analysis of Switzerland’s programmatic engagement in South and Southeast Asia on climate change adaptation and DRR, with a view to identifying niches and maximising synergies among projects; develop regional knowledge products and contribute to the organisation of regional learning events.
- Communication: Prepare high-quality communication products (website, social media, factsheets) on the Hub’s engagement on climate change adaptation, DRR and response in coordination with the line manager.
2. Requirements:
- University degree (master's degree) in a field/discipline related to the environment, climate change, disaster risk reduction or natural sciences
- 5+ years of professional experience in the field of climate change adaptation, disaster risk reduction and response
- 5+ years of professional experience in bilateral and/or multilateral international cooperation in Southeast Asia
- Knowledge of ASEAN processes and familiarity with major international climate and DRR frameworks (UNFCCC, Sendai Framework on DRR) and humanitarian actors
- Good understanding of key stakeholders and working relationships in the region and established professional network in the field of climate change, DRR and response and environment
- Demonstrated experience in project management (operational and financial)
- Fluency in English; fluency in Thai and knowledge of one or more Swiss national languages (German, French, or Italian) is an advantage.
- Strong sense of responsibility, loyalty and efficiency. Proficiency in analysis and reporting. Aptitude to work autonomously and in a team, to think strategically, and to take initiatives.
- Strong interpersonal and communication skills and excellent teamwork skills
- Willingness to conduct duty trips in Thailand and Southeast Asia
- Flexibility and willingness to adjust tasks depending on the needs of the team
- Aptitude to represent the Embassy and SDC in technical- or project level meetings
- Strong motivation for contributing to the SDC Regional Thematic Hub’s work on climate, disaster risk reduction, environment, water and food systems
Remuneration: A competitive compensation and benefits package is offered in accordance with local employment conditions.
Starting date: 1 June 2026 or upon mutual agreement
Duration of employment: The position is currently confirmed until December 2028.
